July 17, 2008 The Honorable Michael Chertoff Dear Secretary Chertoff: On June 6, 2008, I wrote to you questioning why foreign graduate students enrolled in a joint program of oceanography and applied oceanographic science and engineering that the Massachusetts Institute of Technology runs with the Woods Hole Oceanographic Institute (WHOI) were determined to pose a “security threat” to the United States because they mistakenly applied for a transportation workers identification credential (TWIC).
