Veterans:

Congresswoman Grace F. Napolitano remains committed to meeting the needs of the men and women who have served our nation in the armed forces. Napolitano will be working on the following key projects this year on behalf of veterans in her district.

Vocational Rehabilitation Services: At the end of 2003, Napolitano succeeded in having provisions from her “Veteran’s Mental Health and Back-to-Work Act” (H.R. 3442) rolled into an omnibus veterans health bill (S. 1156), which was signed into law. The Congresswoman’s language instructs the VA to provide vocational rehabilitation services, including work skills training and development services, employment support services, and job development and placement services. Napolitano is working with the VA to expedite implementation of this bill. When services are made available, Napolitano will inform veterans in the 38th Congressional District on how to access them.

Mental Health Services: As the co-chair of the Congressional Mental Health Caucus, Congresswoman Napolitano is seeking to improve and expand mental health services for veterans and their families. She is working with the VA to create more centers and clinics within the 38th District where veterans can obtain these services, particularly in Pomona where veterans’ mental health needs have been largely neglected.

VA’s Budget: The Congresswoman is extremely concerned that the President’s budget underfunded the VA. She also opposes the proposed enrollment fees and pharmacy co-payments for Priority Level 7 and 8 veterans. These are veterans without service-connected disabilities who also have incomes above VA means-tested levels. During 2004, these income thresholds range from $25,163 for veterans with no dependents to $36,950 for veterans with five or more dependents.

Medals: The Congresswoman’s district office continues to work with local veterans to assist them to obtain the medals they earned while serving in our armed forces. Whenever her schedule permits, Napolitano personally presents these medals to veterans.
