Congresswoman Laura Richardson Wins An Additional 6.8 Million in Defense Funds For South Bay/Long Beach Area Businesses

WASHINGTON, DC — Congresswoman Laura Richardson notified Long Beach area companies Moog, Inc., and Integrated Medical Systems, Life Support for Trauma and Transport, Inc., that she has secured federal funding for their programs.

“I am proud to announce that I have secured over $6.8 million in federal funding for the 37th Congressional District for critical projects at Moog, Inc. and Integrated Medical Systems,” Richardson said.  "This funding is necessary to keep vital defense jobs in our area, maintain southern California as a cornerstone of our nation’s industrial defense industrial work, and generate revenue that is translated to a stronger tax base to meet our ongoing projects.”

The millions of dollars, which is part of the Department of Defense Appropriations, will go to support Moog, Inc., for their Quiet Drive Rotary Actuator line.  Moog has over 350 employees working from their Torrance, California offices, many of which live in our District.

Congresswoman Richardson stated, “I am proud to provide support for these programs; the funding will benefit both our troops and the local economy.  Our brave soldiers are fighting in Iraq under the constant threat of an Improvised Explosive Device (IED) attack.  The LSTAT mobile intensive care system is a proven method of saving lives in the field of combat and I believe our troops deserve more units while the fighting continues.  I am also proud that a portion of the funding will be used to create the next generation of LSTAT units that will undoubtedly save American lives in future conflicts.

The Quiet Drive Advanced Rotary Actuator, being developed by Moog, Inc., is an advanced rotary actuator, a quiet, compact electro-mechanical device, using a hypocycloidic gear train that will help enable technology for the U.S. Navy.  The initial application being pursued involves submarine applications, but would ultimately have multiple Navy and cross military service applications.  Specifically, the gearboxes will be made in Torrance, CA.

Integrated Medical Systems, Life Support for Trauma and Transport (LSTAT), will receive funds for an individualized intensive care system, and additional funding for (LSTAT Lite), an intensive care system that will immediately serve the military units in Iraq and Afghanistan.  Integrated Systems has 21 employees working at their Signal Hill offices and will receive $4.8 million.

The LSTAT system, which is now in use by Integrated Medical Systems, Inc., is an individualized intensive care system being used by the Army.  It will provide resuscitation and stabilization through an integrated suite of state-of-the-art medical and data devices.  It is the only FDA cleared, patented, web-enabled, comprehensive and fully integrated trauma treatment system in existence.  LSTAT is in use by all military services, the White House Medical Unit, and several foreign nations; however, deployment of this life-saving capability is severely restricted by limited procurement funding.  With the high casualty rate from IEDs and with the proposed increase in troops, it is urgent that additional LSTATs be procured.

The LSTAT Lite (now known as MedEx 1000) system, which is now being developed by Integrated Medical Systems, Inc., will assist in finishing the individualized intensive care systems being developed with the Army.  It will include more advanced human factors and air-worthiness elements and will provide research and development funds for use by additional units in Iraq and in Afghanistan.

“Having been to Iraq and visited the troops in the hospital in Ramstadt, Germany,” said Congresswoman Richardson, “all Americans welcome the role LSTAT will play.  Its benefits serve the Army imperatives of military force health protection and decreased battlefield mortality through the insertion of technology enhancement to forward medical care.  The development of this system will further provide an immediate intensive care unit and evacuation capability in response to asymmetrical attacks on the United States homeland security.”
