Home Heating Assistance Resource Center

As we head into autumn, I’ve heard concerns from many of you about the steep home heating cost increases we’re all facing this winter. I know that many families are having trouble paying for basic necessities, and our frigid Connecticut winter weather will only exacerbate the problem. I’ve been working with my colleagues here in Washington to ensure that my neighbors in Connecticut will not be forced to choose between heating their homes or buying basics like groceries and medicine.

Improving the energy efficiency of your home is the easiest and most immediate way to reduce your energy bills this winter. Below, I’ve listed some information that I hope you will find helpful in preparing your home for the coming months. However, for many families, making adjustments to their home’s energy efficiency will not be enough to close the gap in their budgets. There are several programs available to seniors and families to assist with heating costs, and I’ve included information about them below.

What assistance is available to help me with home heating costs?

The mission of the Low Income Home Energy Assistance Program (LIHEAP) is to assist low-income households paying a high proportion of their income for home energy, in meeting their immediate home energy needs. LIHEAP funds are used both for financial assistance to families with burdensome home heating costs, and for weatherization projects that make homes more energy-efficient.

How do I know if I am eligible for LIHEAP benefits?

Eligibility for winter heating assistance is determined by household size, income and liquid assets. Connecticut families receiving LIHEAP assistance have incomes below 200 percent of the federal poverty level. In order to determine eligibility, you should check with your local community action center, senior center, or social security services.

 

How do I apply for the Low Income Home Energy Assistance Program (LIHEAP)?

Unlike some Federal programs, applications, eligibility rules, types of assistance, and benefit levels can vary greatly among local LIHEAP programs. The Federal government does not send or take applications for LIHEAP assistance. For information on applying for LIHEAP assistance, please contact your local social service center:

Operation Fuel

Operation Fuel, in conjunction with fuel banks across the state, works with businesses and communities to provide year-round energy assistance to those who do not qualify for, or have already used their government-funded aide. As well as providing immediate relief, Operation Fuel assists in financial counseling and works with utility companies to find reasonable solutions for those in need. Energy assistance will not be available until after November 1, 2008. Requirements and guidelines are not yet available for Operation Fuel assistance for this winter; however, some assistance may be available for families with incomes over 150% of the federal poverty level on a case-by-case basis. To apply for Operation Fuel assistance, please call the fuel bank in your area.
