The Healthy Communities Water Supply Act of 2007 – H.R. 700

As California’s population continues to grow, we must ensure an adequate water supply to prevent significant water shortages that can be costly for individuals, businesses, and farmers alike.  For this reason, Congressman McNerney introduced the Healthy Communities Water Supply Act of 2007, which authorizes $125 million in funding for innovative projects that increase usable water supply by encouraging new ways to look at water reclamation, reuse, and conservation.  Congressman McNerney’s bill passed the House of Representatives by a vote of 368 – 59 with broad bipartisan support.

The Caring for Veterans with Traumatic Brain Injury Act of 2007 – H.R. 2201

Congressman McNerney’s bill would establish a special panel within the Department of Veterans Affairs (VA) to assess the ability of the federal government to treat veterans with traumatic brain injury (TBI), the signature wound of current overseas conflicts.  The panel will recommend new policies for the care and rehabilitation of veterans with TBI and also will create programs to educate and train VA doctors and nurses in TBI treatment.  H.R. 2201 was combined with other important legislation related to veterans’ issues and passed the House with unanimous support by a vote of 421 to 0.

The Advanced Geothermal Research and Development Act of 2007 – H.R. 2304

Congressman McNerney’s legislation, which passed the House of Representatives as part of a larger energy package, makes needed investment in the cutting edge field of Enhanced Geothermal Systems (EGS).  California is on the forefront of geothermal energy production and this legislation will lead to breakthroughs that could increase energy reliability and lower power costs to consumers.

The National Safe Streets Gang Crime Prevention Act – H.R. 3474

Gang crime is a problem throughout the country, and Congressman McNerney’s bill, the National Safe Streets Gang Crime Prevention Act of 2007, helps combat gang activity by creating a National Gang Activity Database, administered by the Department of Justice, to share background on gangs, gang members, firearms, and other criminal activities.  This information can be used by law enforcement officials nationwide to identify and track gangs in order to solve and prevent possible crimes.  Additionally, the National Safe Streets Gang Crime Prevention Act of 2007 expands the FBI Safe Streets program to provide more support to criminal street gang enforcement teams.

Recognizing American Achievements in Science - H. Res. 316

Congressman McNerney’s bill recognizes the five Americans who swept the 2006 Nobel Prize Awards in science.  The last time the U.S. won all of the science awards was in 1983, and McNerney’s legislation, which passed the House of Representatives unanimously by voice vote, recognizes the accomplishments of Roger D. Kornberg, Andrew Fire, Craig Mello, John C. Mather, and George F. Smoot for being awarded Nobel Prizes in the fields of chemistry, physiology or medicine, and physics.

Amendment to the National Science Foundation Act - H.R. 1867

Congressman McNerney’s amendment, which was passed unanimously by a voice vote, allows the Director of the National Science Foundation to establish a competitive, merit-based program to award grants to Hispanic-serving institutions for science, technology, engineering and mathematics (STEM) education programs in order to increase the retention and graduation rates of students pursuing associate's or baccalaureate degrees.

The Family Farm, Small Business, and Home Tax Relief Act – H.R. 4042

As one generation passes on a family farm, small business, or home to the next, the value of that estate may trigger a burdensome estate tax, resulting in shuttered family businesses and paved over farmland.  Across the 11th district, Congressman McNerney heard from family farmers and small business owners concerned about the effect of the estate tax on their operations and their ability to pass on a legacy – and a way of life – to their children.  In response, Congressman McNerney introduced the Family Farm, Small Business, and Home Tax Relief Act, which will ensure that middle class Americans do not face harsh estate tax liability and planning costs by drastically reducing current estate taxes and immediately allowing for an $8 million estate tax exemption for farms, ranches, and small businesses.  The bill also provides a $2 million estate tax exemption for a family home and increases the general estate tax exemption to the 2009 levels of $3.5 million.
