Dear Friends:

As the Congressman for the 7th Congressional District in Maryland, it is my mission to represent the residents of the district through legislation and quality constituent services. To accomplish this, I have assembled a professional staff that aids me in rendering timely and effective assistance to those in need. In addition to the Washington, D.C. office, I have three district offices which are located in convenient accessible parts of the district, with office hours ranging from 8:00 A.M. to 6:00 P.M., Monday through Friday.

Federal, State & Local Government Agency Issues

If you are having a problem with the Federal government or a Federal agency, or need assistance in resolving state or local issues, I encourage you to contact one of my district offices. I have a dedicated, experienced staff that is ready to assist you in a timely manner. If you have an emergency after office hours, please leave a detailed message and someone from my staff will contact you the next working day.

Community Outreach

There are over 250 community groups and neighborhood associations in the 7th Congressional District. If you would like for me or a representative from my staff to attend one of your community meetings, please send me a brief letter indicating the date, time, location and purpose of the meeting. Please make certain to provide a contact name and phone number. Send your letter to my Washington D.C. office and I will make every attempt to attend your function.

Town-Hall Meetings

Town-Hall meetings have proven to be a wonderful opportunity for the residents of the 7th Congressional District to meet with me and discuss a wide variety of issues in a community based forum. Less structured than the roundtable discussions, town hall meetings have enabled me to respond to community concerns whether they be local, state or federal problems. In organizing these meetings, I will be attempting to visit all areas of this district so that no community is left without an opportunity to meet their Congressman and to discuss issues that may be specific to that community or common to the entire district.

School Visits

Congressman Cummings visits with studentsLong before I was elected to the Maryland House of Delegates in 1982, I recognized the invaluable importance of public education. Quality public education is necessary to improve our children's lives and to ensure that their futures remain bright. In an effort to reach our students, I will be visiting many of the schools in the 7th Congressional District. Having already visited well over 100 schools, I feel an obligation to remain in contact with our principals and their students. While I am striving to visit every school in the district, I encourage you to contact me to schedule a visit to your local elementary, middle or high school.

Tours of the Capitol and the White House may be arranged through the D.C. office. Please proceed to the tour request form for further information.

Citations

If you are celebrating an event or a special achievement and would like a Congressional Citation, please contact any of my district offices in writing at least three weeks before the event.  Please include in your correspondence the name & address of the person to be honored as well as name & address of the person or organization requesting the citation.

If you have questions, comments, or suggestions about Federal legislation, I encourage you to write to the D.C. office.

Appointments

Requests for an appointment with me should be made in writing to either the Baltimore City district office or Washington D.C. legislative office. If you have an emergency, please do not hesitate to contact me at any office location.

U.S. Service Academy Nominations

I have the honor and privilege of nominating deserving young men and women who are residents of the 7th Congressional district for appointment to the United States Service Academies.  Interested candidates should download and print the 7th District Nomination Newsletter, which explains my nomination process and requirements, and the sample nomination request letter

For information on the Military Service Academies, you may also refer to the following links below to the United States Air Force Academy, the United States Coast Guard Academy, the United States Merchant Marine Academy, the United States Military Academy, and the United States Naval Academy.  Nomination requests must be made in writing and forwarded to my office no later than November of the year preceding your intended application (for example, students interested in attending an Academy starting in 2004 should request a nomination from my office no later than November, 2003).  For additional information about the Academies or my nomination process, please contact one of the district office.

Congressional Page Program

What Does a Page Do?
Page duties consist primarily of delivery of correspondence, answering telephones in the Members' Cloakroom, and preparing the House Floor for sessions. A rotation system is practiced so that every Page has an opportunity to experience the various areas of Congressional service.  Pages are compensated for their services and room and board is provided in the Page Residence Hall.

Who is Eligible?
Applicants must be high school juniors, at least sixteen years old, and be able to work for the U.S. House of Representatives for one semester. Four semesters are available: Fall, Spring, and two Summer sessions.  A minimum 3.0 grade point average is required in order to be considered for the page program. 

How do I Apply?
All pages must be sponsored by a Member of Congress. Traditionally, the Majority Party is awarded 54 Pages per semester, and the Minority Party receives 12.  These positions are awarded to Members based on seniority.  If you are interested in becoming a page and are a resident of the 7th Congressional district in Maryland, please contact my D.C. office.

Elijah Cummings Youth in Israel Program

High school sophomores who reside in the 7th Congressional district may qualify to study in Israel during the summer of their junior year.  Please visit the Elijah Cummings Youth Program website for more information.

Scholarships

While I do not have scholarship funds at my disposal through the House of Representatives, I do have the ability to nominate deserving students for scholarships through the Congressional Black Caucus Foundation. If you are interested in learning more about these scholarship opportunities, please send me a letter requesting more information. Please include your complete name, home address, and phone number so that my staff can contact you with the details.
