HARMAN STATEMENT ON THE

NATIONAL INTELLIGENCE ESTIMATE ON IRAQ

WASHINGTON D.C. -- Congresswoman Jane Harman (D-Venice), Chair of the Intelligence Subcommittee of the Homeland Security Committee, issued the following statement today in response to the release of the National Intelligence Estimate on Iraq:

"The long-awaited and long-delayed second NIE on Iraq makes a much stronger case for the Iraq Study Group's recommendations than the White House's surge proposal.

"The body of the NIE has been ready for months, but was shamelessly bottled up for political purposes even as the risk to US troops grew exponentially.  I wrote to DNI Negroponte last September urging him to complete the report and he assured me it would be done 'in a timely manner.'

"Briefings I've had over the past year reinforce the NIE's clear statement that Iraq is in civil war.  I am stunned that the White House continues to deny this - most recently in an interview by Stephen Hadley today.  Our intelligence agencies must speak truth to power.  Then those in power must listen.  Nothing in this NIE supports the military surge.  Our policy should follow the intelligence."
