Rep. Scott Hosts Briefing on Effective Strategies to

Prevent and Reduce Juvenile Crime and Gang Involvement

WASHINGTON, DC - On Thursday, November 15, at 2:00pm, in Room 2226 Rayburn, Rep. Bobby Scott will host a briefing on how some children in this country are born on what the Children’s Defense Fund has entitled the “Cradle to Prison Pipeline”, and how they can be removed from it and placed on a “Cradle to college pipeline”. Speakers will include MaryLee Allen of the Children’s Defense Fund; Marc Mauer, Executive Director of the Sentencing Project, Carol Chodroff, Juvenile Justice Policy Consultant, Campaign for Youth Justice; and Tara Andrews, Deputy Executive Director for Policy and Programs, Coalition for Juvenile Justice.

The discussion will focus on several bills under development in the Congress to address youth crime. The Feinstein (D-CA) anti-gang bill (H.R. 456) passed the Senate by Unanimous Consent and is awaiting action in the House. This bill emphasizes punitive approaches which would fulfill on the “cradle to prison pipeline”. Similarly, the Schiff (D-CA) gang bill, which is under development in the House (H.R. 3547) emphasizes punitive approaches. Both bills also provide for a modest amount of prevention and intervention program funding.

Also under development in the House is the Scott anti-gang bill (H.R. 3846) the “Youth PROMISE Act”, which emphasizes moving youth from the “cradle to prison pipeline” to the “cradle to college pipeline” through proven prevention and intervention programs applicable for the point along the pipeline the youth at risk is identified.
