Payne Announces $1.8 Million for Upward Bound TRIO Grant Program

Congressman Donald M. Payne, a senior member of the House Education and Labor Committee, is pleased to announce that his Congressional District, New Jersey – 10th, has been awarded $1,811,509 for Upward Bound through the TRIO Program.  TRIO is a series of educational opportunity programs designed to help low income, first generation and/or disabled Americans enter college.

Hosted by college campuses, Upward Bound, a component of TRIO, helps 9th – 12th grade students prepare for the rigors of college by instructing them in literature, composition, foreign languages, mathematics and science.  In order to ensure participants’ successful transition to college, the Upward Bound program also provides assistance on college entrance exams and financial aid applications. 

The statistics on Upward Bound are astounding.  Since its inception in 1965, over $5 billion has been allocated to eligible Upward Bound sites.  Currently, the program is in operation at almost 800 sites around the country and is assisting more than 70,000 students.  Approximately 91 percent of Upward Bound participants who graduate from high school immediately enter into a college or university versus 41 percent of their counterparts who have not participated in the Upward Bound program.

“I am very glad that we have been able to secure funding for our local Upward Bound programs.  Nearly $2 million will be going to the New Jersey Institute of Technology, Montclair State University, ASPIRA Inc. of New Jersey, and my alma mater Seton Hall University.  This program has had such a positive effect on area high school students.  Not only do they excel in their high school classes but also they go on to obtain undergraduate degrees.  Upward Bound participants are inspirations to other students and as first-generation college students, their families.”
