Description
The Small Grants to Libraries program brings traveling exhibitions and other types of public programming to libraries across the
country. “John Adams Unbound” is a collaboration among the National Endowment for the Humanities (NEH), the Boston Public
Library, and the American Library Association (ALA). The exhibition is based upon a major exhibition of the same name that
was on display in the galleries of the Boston Public Library, Copley Square, in 2006 and 2007 (see www.johnadamslibrary.org).
The traveling exhibition and tour are funded by a major grant from NEH to the Boston Public Library “John Adams Unbound”
has been designated as part of the NEH’s We the People program, which supports projects that explore significant events and
themes in our nation’s history and culture and advance knowledge of the principles that define America.

Description
The Innovations in Engineering Education, Curriculum, and Infrastructure (IEECI) program supports research which addresses
three basic issues related to engineering education: (1) how students best learn the ideas, principles, and practices to become
creative and innovative engineers, and how this learning is measured; and (2) research that helps the community understand how
to better attract a more talented and diverse student body, in particular U.S. citizens and permanent residents, to all levels of
engineering study. This would also include research to understand how to increase student interest in engineering by leveraging
partnerships among engineering schools, school districts and exemplary non-profit organizations to recruit and retain engineering
students. Finally (3), this program will support projects to investigate potential models for the evaluation of and assessment of
how successful teaching, advising, and mentoring leads to improved retention and graduation, and ultimately, to a sound business

Description
The American Competitiveness in Chemistry-Fellowship program is a program to support postdoctoral associates in chemistry.
It seeks to (1) build ties between academic and industrial, and/or national laboratory, and/or Chemistry Division-funded center
researchers (partners) and (2) involve beginning scientists in efforts to broaden participation in chemistry. Fellows will pursue
research with industrial, and/or national laboratory, and/or Chemistry Division-funded center partners that will enrich their in-
house research program. In addition, fellows will develop and implement their own plans for broadening participation in the
chemical sciences. Successful applicants must propose a well-integrated, synergistic research plan with their chosen affiliate as
well as an effective outreach plan that will broaden participation by underrepresented groups in chemistry. The research must be
in a thematic area that is supported by the NSF Division of Chemistry. The Program will support Fellows for two years of
postgraduate study. The Chemistry Division envisions that Postdoctoral Fellows with successful programs who pursue careers
in academia will have opportunities for significant additional funding, either through supplements to their original ACC-F award,
or through new awards from the Division. Future revisions of this solicitation will expand the scope of this program to other
beginning scientists, pending availability of funds.

Description
The Federal Crop Insurance Corporation (FCIC), operating through the Risk Management Agency (RMA), announces the
availability of approximately $500,000 (subject to availability of funds) for Commodity Partnerships for Small Agricultural Risk
Management Education Sessions (Commodity Partnerships Small Sessions Program). The purpose of this cooperative
partnership agreement program is to deliver training and information in the management of production, marketing, and financial
risk to U.S. agricultural producers in small sessions. The program is to give priority to educating producers of crops not insurable
with Federal crop insurance, specialty crops, and underserved commodities, including livestock and forage. A maximum of 50
cooperative partnership agreements will be funded, five each in ten designated RMA Regions. The maximum award for any
agreement will be $10,000. Recipients of awards must demonstrate non-financial benefits from a partnership agreement and must
agree to the substantial involvement of RMA in the project. Funding availability for this program may be announced at
approximately the same time as funding availability for similar but separate programs. CFDA No. 10.455 (Community Outreach

Description
The Community-Oriented Connectivity Broadband Grant Program is designed to provide financial assistance to furnish
broadband service in rural, economically-challenged communities where such service does not currently exist. Grant funds may
be utilized to deploy broadband transmission service to critical community facilities, rural residents, and rural businesses and to
construct, acquire, or expand, equip, and operate a community center that provides free access to broadband services to
community residents for at least two years. Grants will be awarded, on a competitive basis, to entities serving communities of up
to 20,000 inhabitants to ensure rural consumers enjoy the same quality and range of telecommunications service as are available
in urban and suburban communities.

Description
USDA Rural Development’s High Energy Cost Grant Program offers financial assistance to provide or improve energy
generation, transmission, and distribution facilities serving rural communities with home energy costs exceeding 275 percent of the
national average. Applications must meet eligibility requirements for applicants, project activities, and beneficiary communities to
qualify under this program. Applicants must demonstrate that the grant project target community qualifies as an extremely high
energy cost community under one or more eligibility benchmarks. These extremely high energy cost benchmarks are set at 275
percent of average per unit costs for home energy or average annual household expenditures by fuel or for total energy and are
derived from U.S. Department of Energy, Energy Information Administration surveys. Eligibility benchmarks for 2008 are as
follows: Electricity: $0.239 per kilowatt hour, or $2,509 (average total household costs) per year; Natural gas; $26.85 per
thousand cubic feet, or $1,859 per year; Fuel oil: $3.35 per gallon, or $1,882 per year; LPG/propane: $3.61 per gallon, or
$1,514 per year; Total household energy: $43.91 per million Btus, or $4,013 per year. Eligible purposes include the acquisition,
construction, installation, repair, replacement, or improvement of energy generation, transmission, or distribution facilities in high
energy cost communities. On-grid and off-grid renewable energy projects, and implementation of energy efficiency, and energy
conservation projects are eligible. An activity that meets the objectives of providing or improving energy service, or reducing the
costs of energy services to eligible communities is an acceptable grant purpose. Examples of eligible project activities include the
acquisition, construction, installation, replacement, repair, or improvement of: (1) Electric generation, transmission, and distribution
facilities, equipment, and materials, including associated and supporting activities, land or right of way acquisition, engineering or
professional expenses, and permitting costs;(2) Natural gas distribution or storage facilities and associated equipment;
(3) Petroleum product storage and handling facilities; (4) Renewable energy facilities and equipment for power generation, or
water, space, or process heating (renewable energy sources include solar, wind, hydropower, and biomass technologies); and
(5) Backup or emergency power generation or energy storage equipment, included distributed generation installed on consumer
premises. Grant funds may not be used for: payment of utility bills, fuel purchases, routine maintenance or other operating costs,
or for the purchase of any equipment, structures, or real estate not directly associated with provision of community energy
services, or for the preparation of the grant application. All timely and complete applications will be reviewed, scored, and
ranked by an Agency rating panel according to the published evaluation criteria in the NOFA. Priority consideration is given to
communities experiencing economic hardship and to rural communities based on population. Grant awards will be selected
competitively based on rank order, and panel recommendations. All awards are subject to the availability of appropriated funds.

An organization is eligible to receive a RFP grant if it: a. Is a private, non-profit organization that has tax-exempt status from the
United States Internal Revenue Service (IRS); b. Is legally established and located within one of the following: • a state within the

Description
The Revolving Fund (RFP) Grant Program has been established to assist communities with water or wastewater systems.
Qualified private non-profit organizations will receive RFP grant funds to establish a lending program for eligible entities. Eligible
entities for the revolving loan fund will be the same entities eligible to obtain a loan, loan guarantee, or grant from the Rural Utilities
Service Water and Waste Disposal and Wastewater loan and grant programs. As grant recipients, the non-profit organizations
will set up a revolving loan fund to provide loans to finance predevelopment costs of water or wastewater projects, or short-term
small capital projects not part of the regular operation and maintenance of current water and wastewater systems. The amount of
financing to an eligible entity shall not exceed $100,000.00 and shall be repaid in a term not to exceed 10 years. The rate shall be
determined in the approved grant work plan.

Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP)
is accepting applications for fiscal year (FY) 2008 for Prevention of Substance Abuse (SA) and HIV for At-Risk Racial/Ethnic
Minority Subpopulations (Short Title: Minority SA/HIV Prevention Initiative) cooperative agreements. The purpose of this
program is to support an array of activities to assist grantees in building a solid foundation for delivering and sustaining quality and
accessible state of the science substance abuse and HIV prevention services. Specifically, the program aims to engage
community-level domestic public and private non-profit entities to prevent and reduce the onset of SA and transmission of
HIV/AIDS among at-risk racial/ethnic minority subpopulations that are described below. The Centers for Disease Control and
Prevention (CDC) estimates that the number of people infected with HIV in the United States ranges from 800,000 to 900,000.
The HIV/AIDS sub-epidemics not only vary by region and community but also by population, risk behavior, and geography.
Elimination of such disparities among certain racial and ethnic groups, particularly African American and Hispanic populations,
remains a challenge. Since the AIDS epidemic began, injection drug use (IDU) has accounted for more than one-third of AIDS
cases in the United States. Of the 43,517 new cases of AIDS reported in 2000, 25 percent were injection drug use
(IDU)-associated1. Racial/ethnic minorities in the U.S. are most heavily affected by IDU-associated AIDS. In 2000, African
American adults and adolescents accounted for 26 percent of IDU-associated AIDS cases and Hispanic adults and adolescents
accounted for 31 percent, as compared to 19 percent of all IDU-associated AIDS cases among their white counterparts.
IDU-associated AIDS accounts for a larger proportion of cases among women than among men. Fifty-seven (57) percent of all
AIDS cases reported among women have been attributed to injection drug use or sex with partners who inject drugs as
compared with 31 percent of cases among men. Despite the decline in AIDS cases in certain populations and regions resulting
from improved HIV treatment, 2003 data reported by CDC indicate that more people are living with HIV/AIDS than ever
before2. CDC estimates that about 1 million people in the United States are living with HIV or AIDS and about one quarter of
these people are unaware of their infection, which puts them and others at risk. Groups at highest risk since the beginning of the
epidemic include men having sex with men (MSM) and IDUs. Other groups who are also at high risk for HIV transmission
include people of color, women (particularly Black and Latina/Hispanic women), and youth13. SAMHSA, therefore, is
particularly interested in eliciting the interest of providers who can offer quality services to the following at-risk racial/ethnic
minority subpopulations residing in a geographic area(s) with high SA and HIV/AIDS prevalence. Applicants are required to
indicate one racial/ethnic minority subpopulation from the following list that they propose to target in their eligible catchment area:
1) reentry populations (i.e., racial/ethnic minorities who have been released from prisons and jails within the past 2 years);
2) men having sex with men (MSM); 3) Black, Latina or Hispanic women; 4) adolescents (age 12-17); 5) young adults (age
18-24); and 6) older adults, age 50 and over. While grantees will have substantial flexibility in designing their grant projects, all
are required to base their projects on the five steps of SAMHSA’s Strategic Prevention Framework (SPF) to build state of the
science SA and HIV/AIDS prevention capacity for their targeted at-risk racial/ethnic minority population. Minority SA/HIV
Prevention Initiative cooperative agreements are authorized under Section 516 of the Public Health Service Act, as amended.

The Securing the Cities (STC) Initiative seeks to design and implement an architecture for coordinated and integrated
preventative detection and interdiction of illicit radiological materials that may be used as a weapon (Radiation Dipersal Devises
(RDD) or Improvised Nuclear Device (IND)) within a high risk urban area. DHS strongly encourages a regional approach to
domestic nuclear and radiological detection to reduce risk to major urban areas. The effort covered by this announcement is

Description
The U.S. Department of Justice, Civil Rights Division, Office of Special Counsel for Immigration Related Unfair Employment
Practices (OSC) announces the availability of funds for grants to conduct public education programs about the rights afforded
potential victims of employment discrimination and the responsibilities of employers under the anti-discrimination provision of the
Immigration and Nationality Act (INA), 8 U.S.C. §1324b. It is anticipated that a number of grants will be competitively awarded
to applicants who can demonstrate a capacity to design and successfully implement public education campaigns to address
immigration related unfair employment discrimination. Grants may range in size from $35,000 to $100,000. Applicants must
demonstrate the ability to educate workers, employers and/or the general public about the anti-discrimination provision of the
INA. OSC welcomes proposals from diverse public service groups, organizations or associations providing information services
to employers and/or potential victims of discrimination, and faith-based organizations and nonprofit groups providing services and
assistance to potential victims of discrimination.

Grants awarded under this announcement may involve Geospatial Information. An estimated amount of up to $3,000,000 for
between approximately ten to fifty cooperative agreements may be awarded under this announcement to eligible applicants for
projects that improve the health of the Gulf of Mexico by addressing improved water quality and public health, priority coastal
habitat protection/recovery, more effective coastal environmental education, improved habitat identification/characterization data
