A bill requiring more stringent regulation of lobbyists was unexpectedly changed on its way to passing the House on Thursday after the Republicans dared the Democrats to accept tougher measures — and the Democrats did.
The Senate passed a similar lobbying measure in January. The bills must be reconciled in a conference committee.
Neither bill would change a fundraising system in which lobbyists play a major role, but their common elements would shed new light on how lobbyists raise and spend money to influence Congress. A series of lobbying scandals helped the Democrats win control of Congress last year.
