With Respect, Admiration, and Appreciation

World renowned anthropologist Margaret Mead once said, "Never doubt that a small group of thoughtful committed citizens can change the world. Indeed, it is the only thing that ever has." These well articulated words embodies the core meaning of what Memorial Day symbolizes. If it was not for those individuals who banded together, many of us would not have the freedoms we enjoy today.

Memorial Day, originally known as Decoration Day, was set aside to honor the nation's Civil War dead by decorating their graves. Over time, it evolved to where this special day recognized all Americans who've died in military conflicts, beginning with the American Revolution. In 1971, Congress officially declared Memorial Day a national holiday to be celebrated the last Monday in May.

As a way of honoring these American patriots, I have introduced legislation, H.Con.Res.400, which calls for the United States flag flown over the U.S. Capitol to be lowered to half-staff one day each month in honor of the brave American men and women who have lost their lives in military conflicts. Over one million Americans have paid the ultimate price to protect our country, its citizens, and our ideals. This gesture, while small, hopefully honors the sacrifices American men and women have made to protect our Nation and our freedom in the spirit of patriotism.

This legislation has already received wide bi-partisan support from Members across the country. I hope this patriotic legislation may garner enough support to be voted on and passed in the House of Representatives. My office has begun asking veteran service organizations such as the Disabled American Veterans, Veterans of Foreign Wars, and the American Legion for their support so they may put their political weight behind the bill.

We must never lose touch with our traditions and history. Memorial Day is more than a three-day holiday weekend. It's about reconnecting with our past and being thankful for the freedom we all have today. We all must share in the loss of those brave patriots who have come and gone.
