The 1st District

The 1st Congressional District of Hawaii is a compact urbanized district in a relatively narrow strip between the Pacific Ocean and the Kooalu Range, measuring approximately 20 miles from end to end. It includes all of urban Honolulu, which accounts for about 75% of the District's population (and 40% of the state's). The remaining 25% of the District's residents live in suburban areas west (or Leeward) of urban Honolulu. The district lies entirely within the City & County of Honolulu, which is the only municipal jurisdiction. The First District includes major military facilities, including Fort Shafter, Hickam Air Force Base and the sprawling Pearl Harbor naval complex.

Like most of Hawaii, the 1st District has been historically Democratic, but trended more Republican in recent years. Al Gore carried it with 54.5% over George W. Bush's 39.6% of the vote in 2000. In 2004, Democrat John Kerry won with only 51.1% to President Bush's 48.3%.

The population of the District is highly diverse; no ethnic group has a majority in the state or the district. All major groups are well represented in the 1st District:

  • Japanese Americans—A major factor in the electorate, particularly Democratic primary voters.
  • Filipino Americans—A slightly smaller population segment than Japanese Americans.
  • Hawaiians/Part-Hawaiians—Many Hawaiians live in the district, but the only distinct Hawaiian community is Papakolea (one comparatively small precinct).
  • Caucasians—Large segment in the 1st District.
