Labor Challenges for Military Build-up Addressed at House Hearing

FOR IMMEDIATE RELEASE - September 23, 2008 – Washington, D.C.

The House Natural Resources Committee’s Subcommittee on Insular Affairs held an oversight hearing today addressing labor and workforce development issues related to Guam’s military build-up.  Former Congressman and President of the University of Guam Dr. Robert Underwood, Guam Department of Labor Director Maria Connelley, and Guam Community College President Mary Okada testified before the Subcommittee.  The Guam Contractors’ Association also submitted written testimony.

“Now is the time for the federal government, GovGuam, and the private sector to prepare for the increase in demand for labor related to the military build-up,” Congresswoman Bordallo said today. “Our current workforce will supply less than 20% of the needed labor to accommodate the necessary improvements to our infrastructure and roadways among many others.  The need for skilled labor has been emphasized in the past.  In addition, there will also be a demand for professionals such as engineers and managers and we should begin now to prepare our workforce for these post-construction jobs.  Today’s hearing emphasized the importance of planning between the federal and local government to ensure that our residents are prepared for these opportunities.”  

Executive Director of the Joint Guam Program Office Major General David F. Bice, USMC (Ret.) and Acting Deputy Assistant Secretary of the Interior for Insular Affairs Douglas W. Domenech testified as well at today’s hearing and provided an update on federal planning.  The Subcommittee on Insular Affairs is chaired by Congresswoman Donna M. Christensen of the U.S. Virgin Islands.
