Job Summary
The incumbent serves as the Director, CAO Advanced Business Solutions (CABS) Team, and is responsible for providing vision and leadership to an organization of over 50 staff specializing in the implementation and sustainment of enterprise-level business support applications and web hosting and development activities for the U.S. House of Representatives. Incumbent champions business process improvement activities as well as ensure compliance with House Information Resources IT governance policies and procedures. Establishes and facilitates disciplined change control procedures for CABS activities. Provide value added business systems support to the House community to include supporting application-specific help desks as well as the HIR Technical Call Center for problem resolution and customer assistance. Oversee Training plan development for CABS staff to serve as customer service advocates and subject matter experts across the CAO.
Provides technical oversight of House and CAO-level business applications, Ensures the development of strategic and tactical plans as they relate to the day-to-day management of supported systems and long-term replacement, migration and/or retirement strategies. Works closely with business owners and other HIR directorates to ensure effective and secure operations. Ensures supported systems meet or exceed requirements necessary to enable the CAO and House to receive clean audit opinions for its annual financial statements audit. Manages Audit activities related to the CABS directorate. Works aggressively to resolve outstanding audit findings in agreed upon timeframes.
Drives implementation and sustainment costs down while ensuring capabilities and services are not detrimentally affected. Leverage CAO business support applications.
Foster continuous business process improvement and innovation.
The incumbents pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership and management skills, assigned level of responsibility, and size and scope of the Area, in comparison to local market rates of pay for equivalent criteria within the applicable discipline.
The position has day-to-day supervisory/managerial responsibilities.
Primary Responsibilities/Duties:
- Support CAO strategic goals and initiatives; including new technologies and services.
- Work with business leaders and functional experts, determine technical requirements and provide consultation to customers on the technical basis of operating and planning for core COTS systems.
- Define, develop and communicate best practices and procedures used by CABS team members to maximize the quality of CAO delivered solutions.
- Provide vision, leadership, planning, project coordination and management for business applications development and implementation activities; establish standards to include short and long term implementation standards for the COTS systems.
- Develop technical talent and depth within CABS for supported business applications throughout all SDLC phases. CABS is the key enabler to bridge the business (functional) and system (technical) requirements that leads to an efficient and effective solution for all customers.
- Monitor and track directorate programs and related project activities. Follow established CAO Governance policies and procedures to include Systems Development Lifecycle (SDLC), Configuration Management (CM), Enterprise Architecture (EA), and Project/Portfolio Management.
- Foster and maintain positive relationships with CABS customers, serve as an interface between internal/external customers and functional team members to ensure effective definition of and delivery of services and capabilities. Enhances customer knowledge and understanding of CABS services.
- Oversee the establishment and implementation of quality plans and software configuration procedures for CABS supported technologies and CM managed items.
- Assist with the analysis of any change requests (configuration management) for the user community, e.g., request for changes to baseline application functionality, development of custom reports and potential impact of user business processes when application patches are applied.
- Analyze computer software processing which addresses a wide range of capabilities including business and record management functions.
