As we recover from an economic downturn, it is the responsibility of Congress to achieve fiscal balance and to order spending priorities. When I served in President Reagan’s Cabinet, I remember the President repeatedly calling for line-item veto authority because it was a helpful tool he had used to control unnecessary spending as Governor of California. In fact, 43 of 50 governors have had some sort of line-item veto authority. The experience of governors across America shows that the line-item veto can be a powerful restraint on wasteful spending. And we must get spending under control and focus on national priorities like creating more jobs, fighting the war against terrorism and improving our public schools.
