The Committee on Rules, having had under consideration House Resolution 542, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution provides for the consideration of H.R. 4241, Deficit Reduction Act of 2005, under a closed rule. The rule provides two hours of debate in the House equally divided and controlled by the chairman and ranking minority member of the Committee on the Budget.

The rule waives all points of order against consideration of the bill. The rule provides that the amendment printed in this report shall be considered as adopted. The rule waives all points of order against provisions in the bill, as amended. The rule provides one motion to recommit with or without instructions.

Finally, section 2 of the rule provides that, notwithstanding the operation of the previous question, the Chair may postpone further consideration of the bill to a time designated by the Speaker.

EXPLANATION OF WAIVERS

The waiver of all points of order against consideration of the bill includes a waiver of clause 4(a) of rule XIII (requiring a three-day availability of the committee report). The waiver is necessary because the Committee on the Budget filed its report (H. Rept. 109-276) on November 7, 2005 and it is not yet available.

SUMMARY OF AMENDMENT TO BE CONSIDERED AS ADOPTED

Nussle: Agriculture Committee title: modifies the food stamp eligibility requirement by granting an exception from the 7-year residency requirement for persons with lawful permanent residence in the United States for at least 5 years upon enactment who are over 60, or who have pending applications for U.S. citizenship. Resources Committee title: strikes the provision allowing oil and natural gas leasing in a portion of the Arctic National Wildlife Refuge; and strikes provisions allowing oil and natural gas leasing in the Outer Continental Shelf [OCS], including payments to State and local governments from OCS receipts.
