R E P O R T

[To accompany H. Res. 520]

The Committee on Rules, having had under consideration House Resolution 520, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution waives all points of order against the conference report to accompany H.R. 2744, Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act for fiscal year 2006, and against its consideration. The resolution also provides that the conference report shall be considered as read.

EXPLANATION OF WAIVERS

The waiver of all points of order is necessary because the conference report was filed with the House on Wednesday, October 26, 2005 and it may be considered by the House as early as Friday, October 28, 2005, which would violate clause 8 of rule XXII (requiring a three-day layover of conference reports and the accompanying joint explanatory statement).
