WEST VIRGINIANS KEEP ON GIVING

This week, on the cusp of another hustle and bustle holiday season, I learned some exciting news that is sure to bring warmth to the heart of even the biggest bah-humbug. I know it made me swell with pride for my fellow West Virginians.

As the beautiful words of the Constitution offer, we constantly strive for "a more perfect Union," and work to "establish Justice," "insure domestic Tranquility," "provide for the common defence" and "promote the general Welfare" of this great nation through government, but we also assume such lofty goals as citizens. Or at least we should. West Virginians have proven that we do.

A new study suggests that West Virginians are among the most giving states in the country. West Virginia ranks tenth in the nation when it comes to charitable giving. This is according to the Catalogue of Philanthropy's Generosity Index.

The index is based on average adjusted gross incomes and the value of itemized charitable donations reported to the IRS on 2003 tax returns, the latest available.

The study shows that the average state resident makes about $35,000 a year and gives away about $3,600 of that. That's more than 10 percent! This number is even more significant when you consider the fact that most West Virginians work hard and long for every penny they earn. A donation to these workers is more than a donation of money-it is a donation of time, sweat and tears.

This year we have been reminded of the importance of charity in our country. The amazing response of West Virginians to aid our neighbors in the Gulf Coast has shown the world, once again, the breadth and depth of our kindness.

Alexis de Tocqueville once said that charity in America is more than simple compassion. It is a sign of good citizenship.

He wrote, "Americans make great and real sacrifices to the public welfare. They hardly ever fail to lend faithful support to one another."

West Virginians are the finest of American citizens and the personification of Tocqueville's sentiment.

On the eve of this holiday season, I commend West Virginians for the continued spirit of giving. The strength of America has always been in the willingness of neighbors to help fellow neighbors and through the power and generosity of public service, communities have cultivated a higher sense of compassion across our Nation.

May God bless all of you who have helped out your fellow man this year and may you sustain this giving spirit. You are an inspiration to many and the true pride of West Virginia.
