Before Special Industry Committee No. 26 U.S. Department of Labor Wage and Hour Division Regarding the Minimum Wage in American Samoa (6/20/2005)
I am very disappointed that StarKist is opposing an increase in minimum wage for cannery workers based on what it calls “guiding economic principles.”  If you will recall, StarKist submitted identical testimony in 2003 to Special Industry Committee No. 25 and once again states on page 5 of its pre-hearing statement before Special Industry Committee No. 26 that “one basic idea guides the actions of all major businesses [and that is] a business has an economic, legal, and moral responsibility to maximize the return it gives to its investors or shareholders.”  ...more »

West Papua New Guinea’s Colonial Status: An Issue Pacific Forum Nations Cannot Ignore (3/31/2005)
About two months ago, I was invited to attend a special reception hosted by the New Zealand Embassy in Washington DC for several prominent members of the New Zealand business community.  Among those attending was probably the only woman of the delegation but even more special was the fact that she represented the business/management division of Auckland University Technology (AUT).  I believe she was also the only Polynesian Maori in the group and, of course, we bonded and did the “hongi” while everyone watched and wondered what all that was about.  If it had not been for Ms. Vivien Bridgewater of AUT, I would not be here and I want to publicly thank her for this opportunity to be with you.  ...more »

Critical Challenges of Nuclear Terrorism and New Zealand’s Nuclear Free Zone Policy: What Works (3/31/2005)
I want to express my gratitude and appreciation for being able to attend and participate in this conference.  Today, I would like to offer some thoughts and perspectives on a particularly sensitive issue that is definitely of significant importance not only to the good people of New Zealand, but certainly with serious implications on whether or not man has the will and ability to care for Mother Earth, or just blow it to pieces by nuclear annihilation.  I believe questions on nuclear terrorism have serious social implications and, from a legislative or parliamentary point of view, the answers to these questions have a tremendous impact on public policy which government leaders cannot ignore.  ...more »

Statement Of The Honorable Eni F.H. Faleomavaega Before Special Industry Committee No. 25 U.S. Department Of Labor Wage And Hour Division Regarding The Minimum Wage In American Samoa (6/16/2003)
According to a 1954 U.S. Congressional House Report, "from January through April 1954, Van Camp Co. and the Tokyo Marine Products Corp., with whom the former had entered into contract, carried out in American Samoa the first joint American-Japanese venture in the history of Central Pacific tuna fishing. A fleet of 7 long-line boats, manned by Japanese fishermen, based in Pago Pago, with the logistical support of 2 American freezer ships, fished in a several hundred mile radius of American Samoa."  ...more »

Testimony of The Honorable Eni F.H. Faleomavaega Submitted to the U.S. House Committee On Ways And Means Regarding H.R. 3009 – The Andean Trade Preference Expansion Act (2/7/2002)
As a member of the U.S. House International Relations Subcommittee on the Western Hemisphere, I fully support Andean efforts to curb drug production.  However, as the Ranking Member of the House International Relations Subcommittee on East Asia and the Pacific, I believe any trade policy we enact must be fair and non-discriminatory.  Whether or not canned tuna is included in the Andean Trade Preference Expansion Act (ATPEA) is a matter of global concern.  Thailand, Indonesia, the Philippines, Vietnam, Cambodia, Brunei, Malaysia, Singapore, Lao, and Myanmar recognize that preferential trade treatment for the Andean countries will adversely affect the ASEAN tuna industry.  ASEAN member countries also contend that granting duty-free trade benefits to one region at the expense of another could be seen as a discriminatory practice to developing countries, including ASEAN member countries which do not receive any trade preferences regarding canned tuna.    ...more »

The minimum wage debate is not new to the United States or to American Samoa.  Neither are the arguments offered by those in favor of an increase or those opposed to it.  The debate has been with us since 1935 when President Franklin D.
