I support the enactment of a fairer, simpler tax code and a middle-class tax relief plan that works for working families, including the extension of marriage-penalty relief, the child tax credit, the permanent adjustment of the Alternative Minimum Tax (AMT), and the expansion of the ten percent individual income tax bracket.

I voted against President Bush’s major tax cut packages, which have primarily benefited the wealthy and have not been effective in stimulating the economy. These reckless tax cuts were not an effective way to create jobs and will actually hinder long-term economic growth by saddling our children with massive debt.

I oppose the creation of a national sales tax, which would increase the tax burden on everyone except the wealthiest 5% of North Carolinians. I also oppose complete repeal of the estate tax because it would benefit only the most affluent Americans and leave many middle class families paying more in taxes, not less.

Our country needs common-sense economic proposals that strengthen small business, target tax cuts to where they're needed, and stimulate our faltering economy. To that end, in the 110th Congress I have supported bills to simplify the tax code, provide AMT relief to middle-income taxpayers, offer rebates to most Americans for an economic stimulus, and extend tax credits to American companies investing in job-creating innovation, especially in the field of alternative energy.

The most significant tax debate will likely not occur until after the end of the 110th Congress, as many of the Bush-era tax cuts approach their 2010 expiration. I am hopeful that Congress can work with a new administration to preserve the tax cuts beneficial to the poor and middle class while simplifying the overall code and reducing our nation’s unsustainable deficit.
