NOTE: As a consequence of the anthrax-contaminated mail sent to Congress in October of 2001, all postal mail that comes to my D.C. office now goes through a lengthy testing and screening process. This delays the mail's arrival and, hence, my response to it, significantly. Please allow 4-6 weeks for a response to your opinion letters and make sure that your federal agency requests are sent to one of my California offices.
