The Issue
The history of Coltsville is a history
of industry in central Connecticut, beginning with Samuel and Elizabeth
Colt, the Pope manufacturing production of bicycles and automobiles, and
finally blooming into what we now know as Pratt & Whitney in East
Hartford. It is a unique regional and international landmark and
should rightfully be preserved.
The Solution
The Coltsville Study Act, P.L. 108-94,
will initiate a feasibility study of the Coltsville property in
Hartford as a first step in gaining a National Park designation for the
area from the Department of the Interior. A reinvigorated
Coltsville would fit perfectly with other landmarks and redevelopment
projects in returning Hartford to a vibrant urban area.
Representative Larson,
along with Senators Chris Dodd and Joe Lieberman originally introduced
the Coltsville Study Act on May 15, 2002. The bill was not passed
into law during the 107th Congress, but was successfully passed into law
during the 108th
Congress.
