The Fifth Congressional District is home to thousands of federal employees and retirees, both military and civilian. For two decades, Congressman Hoyer has been a leader in Congress on issues affecting federal employees. He repeatedly fights for higher cost of living adjustments and he was a lead sponsor of the Federal Pay Comparability Act in 1990. This law attempts to ensure that federal employees get paid comparably to similar jobs in the private sector. Federal Employees can count on Representative Hoyer to be their advocate on issues ranging from fair pay and health care coverage to the retirement system or working conditions.
