Nursing School Capacity Act of 2007

Directs the Institute of Medicine of the National Academy of Sciences to study the constraints experienced by schools of nursing in admitting and graduating an adequate number of registered nurses to fill the workforce.  The study will also address the reluctance of nurses to enter faculty positions, and propose short and long-term solutions to these and other issues.

National Security Language Act

Establishes programs to encourage early foreign language instruction, including grants to: (1) partnerships of institutions of higher education (IHEs) and local educational agencies (LEAs) for activities relating to foreign language instruction at elementary or secondary schools, with priorities for high-need LEAs and less-commonly taught foreign languages; and (2) IHEs that develop innovative programs for the teaching of foreign languages, with priorities for combining foreign languages with science and technology and for less-commonly taught foreign languages.

Amends the Elementary and Secondary Education Act of 1965 to replace the program providing incentive payments to public elementary schools for foreign language instruction with a partnership program in foreign languages that provides matching incentive payments to partnerships composed of state or local educational agencies and institutions of higher education.

Authorizes the Secretary of Education to provide grants to: (1) states and local educational agencies (LEAs) for providing intensive technical assistance for, and assisting the implementation of, the EnergySmart Schools Program of the Department of Energy (DOE) and the Energy Star for K-12 School Districts program of the Environmental Protection Agency; (2) LEAs that become partners through such Energy Star program; and (3) states for use in the development, in partnership with DOE, of state-level school energy efficiency quality plans.

Measuring and Evaluating Trends for Reliability, Integrity, and Continued Success Act

Amends the Elementary and Secondary Education Act of 1965 to require each state receiving school improvement funds to implement, within four years of this Act's enactment, a pre- through high-school longitudinal data system that includes: (1) a unique and consistent statewide student identifier; (2) the ability to track student participation and performance over time; (3) a unique and consistent statewide teacher identifier that matches student records to the appropriate teacher; and (4) the ability to link its data to data from higher education, workforce development, unemployment insurance, child welfare, juvenile justice, and military services information systems.

Allows states to opt-in to receive reimbursements from the federal government if they convert to a paper ballot voting system, offer emergency paper ballots, and/or conduct hand-counted audits or by hand, count the results of their elections.

Authorizes the Secretary to provide funds for institutions of higher education, states or local educational agencies, and entities able to assist in the technology-related reform of teacher preparation programs, covering up to three-fourths of the costs of projects to: (1) develop long-term partnerships among consortium members that are focused on effective teaching with modern digital tools and content that connect pre-service teacher preparation with high-need schools; or (2) transform the way departments, schools, and colleges of education teach classroom technology integration to teacher candidates.

Amends the Workforce Investment Act to provide grants to states to establish or improve workforce training programs on the Internet. The bill would make job training more accessible and convenient for prospective workers.

Emergency Election Audit Act of 2008

Authorizes funding for states that conduct audits that meet basic minimum requirements, including the use of a random selection, the requirement that audits be conducted with independence, at least a 2 percent audit sample, and public observation. All ballots must be included in the audit and they must begin within 48 hours and be completed prior to certification of the result.
