Congressman Rogers listens to President George W. Bush speak before signing into law the Fiscal Year 2006 Homeland Security Appropriations bill.  The $30.8 billion legislation, which was authored by Rogers, funds domestic security efforts such as emergency response, border protection, and transportation security.
