FY2009 Appropriations
 

CONGRESSMAN CALVERT’S CONGRESSIONALY DEVELOPED INITIATIVES

"Below is a detailed list of congressional initiatives I have requested for Fiscal Year 2009.  The requests are listed in alphabetical order by Appropriations subcommittees and were submitted to the relevant subcommittees along with the certification that I do not have a financial interest in any of the requested projects, which is in accordance with Rule XXI, clause 9, of the Rules of the House of Representatives.

"Although House rules do not require me to disclose my federal funding requests, I welcome the opportunity to promote transparency in the Congressional appropriations process. This is the second year I have posted my requests online. Since the House has yet to come to an agreement on what specifically is defined as an ‘earmark,’ I have taken extra care in my selection of projects for submittal. As such, I have not included any projects which were requested by privately held companies for consideration in the FY2009 appropriations process."

For the second consecutive year, Congressman Calvert has publicly released his federal funding requests. Congress appropriates funding for specific programs, agencies, and other federal priorities.  In doing so, Congress is exercising the power granted to it under Article I, Section 9, Clause 7 of the U.S. Constitution, which states, "No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law." (Note 1)

Members of Congress submit projects for funding which reflect local, state and national priorities.  While the initial request submitted to the Appropriations Committee is an important first step in the appropriations process, it does not automatically secure or guarantee the allocation of funding.  The House Appropriations Committee is responsible for further evaluating and determining which initiatives will be funded through the appropriations process.

From the U.S. Constitution, Article I, excerpts from Sections 8 and 9:

"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

"To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years; To provide and maintain a Navy; To make rules for the Government and Regulation of the land and naval Forces;

"No money shall be drawn for the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."
