Boucher & Dingell Publish Discussion Draft for Climate Change Cap & Trade Program (Oct. 7, 2008)

Boucher, Dingell Release Climate Change Discussion Draft

Washington, DC - Reps. Rick Boucher (D-VA), Chairman of the Subcommittee on Energy and Air Quality, and John D. Dingell (D-MI), Chairman of the full Committee, today released a discussion draft of climate change legislation that establishes an economy-wide program to cap greenhouse gases and reduce emissions by 80 percent by 2050.

The draft is the culmination of nearly two years of intensive work on climate change including 27 hearings, four white papers, numerous workshops and input from scores of industry and environmental groups, non-governmental organizations and labor unions.

"The draft marks an important step in our ongoing efforts to address this increasingly serious problem," said Boucher and Dingell.  "This puts us one step closer to our goal of crafting a bill that can be enacted quickly in the next Congress."

The discussion draft, memo, and executive summary are posted on the Committee's website at http://energycommerce.house.gov.
