Congressman Roscoe Bartlett Announces $25.7 Million in Additional Federal Funding that He Secured for Defense Projects by Companies in District Six and Maryland in the FY 2009 Budget


Washington, Oct 9 -

Congressman Roscoe Bartlett (R-6-MD) today released a list of his funding requests which were authorized and appropriated for the Fiscal Year 2009 Federal Budget. Congressman Bartlett said, “The President’s Budget is a list of earmarks that is prepared months in advance of when it’s presented to the Congress and close to a year before Congress approves the budget.  Especially when it comes to funding our Armed Services during a time when we have troops in harm’s way in Iraq and Afghanistan, new needs for warfighters and new technologies to meet those needs often emerge after the President’s Budget is submitted.  It’s important to know that the defense projects that I secured funding for are plus-ups; they are additions to the military’s budgets.” 

Congressman Bartlett is one of four scientists in the Congress.  Also a holder of 20 patents, he was the recipient of the 1999 Jeffries Award for his career contributions to advances in aeronautical and aerospace medicine. Congressman Bartlett noted, “I am grateful that I can apply more than twenty years of engineering experience on military projects along with my sixteen years on the House Armed Services, Science and Technology and Small Business Committees to make requests for additional federal funding not included in the President’s Budget.  I make requests for projects that will contribute to meeting national goals, help our warfighters succeed in their missions and come home safely and that provide value to the taxpayers.”

All of the requests that Congressman Bartlett makes are thoroughly reviewed through the House committee processes and conferences with the Senate.  Funding for specific projects and the amount of funding was finalized with the approval by Congress of the 2009 National Defense Authorization Act (S.3001) and the 2009 Consolidated Security, Disaster Assistance, and Continuing Appropriations Act (H.R. 2638). H.R. 2638 was signed into law by the President on September 30.  The President is expected to sign S. 3001 as well.

Unmanned Aerial Vehicles (UAV) Ground Station Coordination

Germantown

Description: Improve capability of Multiple Unmanned Air System (UAS) cooperative concentrated observation and engagement against a common ground objective.  This program was funded with $4.4 million to fill a requirement for operational need for a UAS cooperative engagement capability and a standing objective requirement for the Predator to operate up to eight air vehicles simultaneously from a single ground station.  This will increases the effectiveness of the current fleet of Unmanned Aerial Vehicles (UAVs) by enabling multiple UAVs to cooperate in the same airspace with dynamic mission execution.

Hybrid Drive System for Army Heavy Duty Trucks

Hagerstown

Description:  $2.4 million is funded to build, test, and evaluate up to five heavy tactical trucks with hybrid electric powertrains. The integrated hybrid drive system will be specifically tailored to the M915 line-haul tractor or other heavy trucks selected by the Army.  The program’s goal is to provide the military with more fuel efficient, cleaner and easily maintained heavy truck powertrains.

Integrated Power System for Navy’s CG(X)

Sykesville

Description: The Power Dense Integrated Power System for the Navy’s next generation major surface combatant cruiser CG(X) was funded with $3.0 million to continue the development of a power dense integrated power system (IPS) suitable for surface combatant main power generation, distribution and conversion.  These developments will facilitate removing 20% of existing system weight and cost, enabling a increase in combatant payload capacity.

Maryland Air National Guard                                               $7.9 million

New Fire Station

Martin State Airport, Baltimore

Description: $7.9 million is funded to replace fire station and ASE facilities at Martin State Airport in Baltimore, MD. The fire station must be located such that it can support crash and fire rescue missions generated by flying operations and by the joint use agreement between the Air National Guard and the Maryland Aviation Authority.  The 175th Wing of the Air National Guard requires an adequately sized and properly operating fire station. Currently the base fire station is less than 50 percent of authorized use. This funding would provide construction for a 21,100 square foot fire station complete with concrete foundation and floor slab, steel frame masonry walls with standing seam insulated metal roof or “green” roof, as well as, interior mechanical, electrical, and fire protection systems.

Joint Chemical Agent Detector Program for

Maryland National Guard

Description:  The Joint Chemical Agent Detector Program was funded with $4.0 million to provide advanced detection and warning, and identification of contamination on personnel and equipment, and monitoring for the presence of chemical warfare agents and toxic industrial chemical contamination. This project will ensure that Maryland National Guard and other guard units are equipped with the latest chemical warfare agent and toxic industrial detectors.

Auxillary Power Unit (APU) for M1 Tank

Elkridge

Description: The Rotary, Multi-Fuel, Auxiliary Power Unit (APU) Development Program was funded for $2.4 million to continue advancement of the company’s auxiliary power unit technology to address needs that the Army put forward.  The RMF-APU development work has progressed to a point where the Army has accepted delivery of an RMF-APU from the company for check and demonstration in the M1 Abrams Main Battle Tank.  The auxiliary power unit under consideration as a retrofit for the [Abrams] tank would reduce the Abram’s battlefield fuel demand by as much as 50%.  This could cut the Abrams daily fuel use in Iraq from $30 million to $15 million.

Submarine Fatline Vector Sensor Towed Array

Millersville

Description:  Submarine Fatline Vector Sensor Towed Array was funded with $800,000 to provide the fabrication, assembly and test of a prototype 96-element vector sensor fatline submarine towed array.  It would also include testing and data analysis to show that Vector Sensor towed arrays provide a cost effective means to achieve significant improvement in detection, fire control, and self-defense capabilities for our submarine fleet.

Scalable Topside Array Radar (STAR)

Linthicum

Description:  The Scalable Topside Array Radar (STAR) Demonstrator is funded for $800,000 to develop and build a STAR to validate its performance and reduce the cost/risk of next generation surface ship radar systems.  This program directly supports the Navy’s plan for an aggressive radar competition to help reduce the cost of next generation platforms such as the CG(X) cruiser.
