Legislation - Highlights

• Leader in creating the bi-partisan Urban Area Security Initiative (UASI), the only homeland security program specifically targeted to protect the largest cities in the United States. Since its creation in February 2003, over $529 million in new Federal homeland security funding has flowed to New York City.



• Wrote the law that provided the special, one-time "9-11 Heroes Medal of Valor" posthumously to the 443 Public Safety Officers who perished on September 11, 2001.



• Successfully led charge in Congress for $650 million to reimburse NYPD for expenses incurred due to September 11th so these funds can be channeled back to our local police force for more street patrols and safer neighborhoods.



• Wrote into law language mandating translation services at Federally-funded Community Health Centers.



• Successfully included one of only a handful of amendments to the President's Emergency Plan for AIDS Relief (PEPFAR), which authorized $15 billion over five years for international AIDS programs, to ensure gender equity in the teaching of HIV/AIDS prevention. The Crowley amendment requires that in the teaching of programs to combat HIV/AIDS, it should involve a curriculum target to men and boys emphasizing gender equality and respect for women and girls. Women and girls often are not able to control when and with whom they have sex, or to influence the behavior of their partners. The social empowerment of women and girls is critical to reducing the spread of HIV worldwide.



• Started and led the fight against West Nile Virus and the disease-carrying mosquitoes, which first appeared in the USA in Queens, by securing millions in Federal funding for Queens to combat the virus, initiating non-toxic mosquito-killing methods for the City, and having the President appoint a Federal West Nile coordinator at the Federal Centers for Disease Control.
