In September 2001, industry representatives signed an agreement, today known as the “Harkin-Engel Protocol,” developed in partnership with U.S. Senator Tom Harkin (D-IA) and U.S. Representative Eliot Engel (D-NY). The agreement laid out a series of steps aimed at eliminating the worst forms of child labor and forced adult labor from cocoa growing in West Africa.

H.R. 6028 authorizes full funding of the Bush Administration’s request for Mexico and significantly increases funding for the 7 countries of Central America.

Engel, Chairman of the House Foreign Affairs Subcommittee on the Western Hemisphere, sent a letter calling on Organization of American States (OAS) Secretary General José Miguel Insulza and Permanent Council Chairman Cornelius Smith to send a high-level delegation to the Andean region to negotiate a reduction in tensions between Ecuador, Colombia and Venezuela. The letter – signed by a bipartisan group of 14 House members – also calls on the OAS to put in place a better process of crisis communication between the three governments.

The CICIG will be charged with investigating illegal security groups and clandestine organizations in Guatemala. Many of these illegal groups are accused of targeting individuals investigating human rights violations committed during Guatemala’s 36-year civil war which ended in December 1996.
