Rep. Levin voted against the resolution that authorized President Bush to use unilateral military force in Iraq. The Administration failed to adequately prepare for the aftermath of the war and based many of its policies on faulty assumptions, bad intelligence, and wishful thinking.

Rep. Levin has consistently voted to give our soldiers in the field every resource necessary to protect themselves; at the same time, it is clear that 2006 must be a year of transition in Iraq. Rep. Levin has voted to require the Bush Administration to develop an exit strategy for Iraq with clear performance benchmarks in key areas of security, reconstruction, and governance which, when met, would allow U.S. troops to be brought home.

The U.S. must make it clear that we intend to withdraw our troops from Iraq as soon as we can safely turn security responsibilities over to Iraq's security personnel. If the major factions in Iraq cannot come together, the U.S. should reassess its position in Iraq and consider a timetable for withdrawal of American troops.
