Etheridge Calls for Full Funds for
'No Child Left Behind'

Today's AYP Results Show Need for Promised Funds to Help Schools Succeed Under New Rules, Lawmaker Says

WASHINGTON - In response to today's release of "adequate yearly progress" (AYP) reports for North Carolina schools, U.S. Rep. Bob Etheridge (D-Lillington) called on the Administration to provide the resources needed for North Carolina's schools by fully funding the "No Child Left Behind Act" (NCLB). The President's budget request for next year is $9.7 Billion short of what was promised under NCLB, and the Republican majority in the House of Representatives recently passed a spending bill under-funding NCLB by $8 billion.

"Today's numbers demonstrate how desperately North Carolina schools need the money the White House promised in NCLB," Etheridge said. "Our state and local governments are facing tough fiscal times because of this difficult economy, and they are struggling to comply with the strict new rules of NCLB. Without the resources, the promise of NCLB has been turned into a huge unfunded mandate. I support education reform, but our schools need the resources to get the job done."

Congress voted by overwhelmingly bipartisan margins to pass NCLB with the promise of massive new funding to strengthen every school in America. Over just the first 3 years of the new law, the Administration is under-funding NCLB by $20 Billion.

Today, schools systems in North Carolina released their AYP results for NCLB. The Act requires a certain number of students in each school to be proficient in math and reading. NCLB divides each school into sub-groups, and if one group doesn't meet a target, the entire school is labeled "not proficient."

About half of the schools in North Carolina did not make "adequate yearly progress." In Wake County, 43 percent of schools made adequate progress. The full list of progress reports for schools in the 2nd Congressional District is below.
