HASC Adopts Akin Amendment
Ensures that aircraft transfers benefit U.S. jobs and revenue


WASHINGTON- Thursday, H.R. 1588, the National Defense Authorization Act for Fiscal Year 2004 was reported out of the House Armed Services Committee with a 58 to 2 vote. The Act included an amendment by Congressman Todd Akin (R-MO). The amendment ensures that repairs to certain old and excess military aircraft that may be bought by foreign governments will be repaired or maintained within the U.S. prior to their transfer.

“If the United States transfers older, excess military aircraft to foreign governments it only makes sense that the costs for repair and maintenance benefit U.S. businesses and workers,” said Congressman Akin. “This is especially so when the estimated cost of this maintenance can be in the range of $200,000 to $800,000 per aircraft.”

The amendment expands existing requirements to include T-2 Buckeye and the T-37 Tweet as additional aircraft to be covered by Section 2581, Title 10, U.S. Code.

Sabreliner currently holds a contract for repair and depot maintenance of the T-2 Buckeye and owns the tooling and specifications for the T-37.

Any contracts for such work will be awarded on the basis of a full and open competition.
