NATION'S BUDGET OUTLOOK FAR WORSE THAN CLAIMED The nation's budget outlook is far worse than what is being claimed. The increase in debt in 2006 was far greater than the $248 billion deficit. That is because Social Security and Medicare trust funds, which are in temporary surplus, are being used to pay other bills. They are not counted as part of the deficit, but are added to the debt. In 2006 alone, $185 billion of Social Security funds were borrowed to cover other costs. When you add in those funds and other trust fund surpluses also being spent, we see that the debt went up by almost $550 billion in 2006.
NEW: Conrad Statement on Official 2006 Deficit Total - Oct. 11, 2006 OMB's FY 2007 Mid-Session Review represents another effort by the Bush administration to distract from the nation's deteriorating long-term budget outlook. Anyone celebrating the short-term deficit projections in the report is really missing the bigger picture. While there has been modest improvement in the deficit from $318 billion last year to a projected $296 billion this year, the national debt is getting worse much worse. Last year alone, the debt increased by $551 billion. This year, even with better revenues, it is projected to rise by $593 billion.

Statement on Estate Tax Aug. 3, 2006 The GOP budget process bill is an acknowledgment by the Republican Majority that they have failed to lead the nation on fiscal matters. They have squandered the surplus and run up large deficits. So now they are turning to a budget process proposal to appear fiscally responsible. This proposal really represents an abdication of responsibility multi-year caps on discretionary spending that the GOP has disregarded in the past, automatic spending cuts without regard to priorities or fairness, partisan entitlement and spending commissions that do the work of Congress (considering issues meant for elected, accountable representatives), budgeting every two years instead of one, a line item veto that allows the President to make decisions for Congress, and a series of changes to the budget resolution and reconciliation process that would restrict bipartisan input and further undermine budget transparency and fiscal responsibility. Unfortunately, instead of charting a new course, the Senate GOP budget resolution says steady as you go; keep running up the debt; keep overcharging the credit cards.' Like the President's budget, the Senate GOP budget resolution leaves out large costs to make the deficit look smaller. When you add in omitted costs such as AMT reform and ongoing war costs, as well as the Social Security and other trust fund surpluses also being spent, we see that the debt will actually go up by more than $600 billion every year over the next five years under the resolution. Instead, we got more of the same more deficits, more debt, and more hiding of our true fiscal condition from the American people. The President's new budget is nothing new. It represents the same reckless fiscal course the administration has followed for the last five years. It explodes deficits, but then conceals them by providing only five years of numbers and leaving out large costs, like long-term Alternative Minimum Tax (AMT) reform and realistic ongoing war costs. The result will be more debt passed on to our children and grandchildren. This reconciliation package will increase the deficit and increase the debt. There are actually three chapters to this reconciliation process. Chapter one is the spending reconciliation, which includes $39 billion in savings. Chapter two is a tax cut reconciliation bill, which cuts taxes by another $70 billion. The combined impact of chapter one and chapter two is to increase the deficit by $31 billion over the next five years. Chapter three is the result of continuing with these fiscally irresponsible policies the GOP proposal to increase the debt limit of the federal government by another $781 billion. It is good news that this year's deficit is now projected to be lower than last year's record, but this is hardly a time for celebration. When we add in the Social Security and other trust fund dollars also being spent, the debt in 2005 will actually increase by $587 billion not the advertised $333 billion deficit. Looking forward, deficits and debt will explode just outside the administration's five-year budget window as the rising cost of tax cuts and other administration policies collide with the retirement of the baby boom generation. The administration's deficit projections also continue to omit large costs, such as long-term ongoing war costs and the cost of reforming the Alternative Minimum Tax. Under this budget plan, federal debt will increase by more than $600 billion every year and will total more than $11 trillion by 2010. Despite GOP claims, deficits would not be cut in half under this plan. When omitted costs are factored in, such as realistic ongoing war costs, AMT reform, and the Social Security surplus being spent on tax cuts and other things, we see that operating deficits will remain above $560 billion and reach $572 billion in 2010. The GOP budget plan continues the Majority's focus on the wrong priorities. It includes another $106 billion in tax cuts ($70 billion with reconciliation protection), while cutting such key programs as Medicaid, student loans, and agriculture. Instead of using those spending cuts to reduce the deficit, the budget plan irresponsibly uses them to help provide more tax cuts that overwhelmingly benefit the wealthiest. If we assume that the Presidents tax cuts are made permanent, the Presidents defense buildup is adopted, the AMT is reformed, and we have ongoing war costs, gross federal debt is projected to climb from the $5.8 trillion in 2001 to $14.9 trillion in 2014. This will translate into $46,660 in debt for each American citizen in 2014. The growing debt under the Presidents policies will leave us vulnerable to other nations by increasing our indebtedness to foreign creditors, weaken our ability to provide promised Social Security and Medicare benefits, increase the cost of living for average Americans by raising interest rates, slow long-term economic growth by crowding out private sector investment, and divert scarce resources from national priorities by increasing federal interest payments.
