The proposed takeover of Unocal by the China National Offshore Oil Corporation (CNOOC) is a grave threat to our national security. This would cause Unocal's proven energy reserves to be preferentially allocated to China, which would push energy prices even higher.Such a takeover could also provide China access to sensitive "dual-use" technologies that would otherwise be restricted.
This is why I voted for H.Res. 344, which expresses Congress' strong disapproval of CNOOC's bid, and urges the President to initiate a thorough review of the national security implications of the takeover.I also voted for an amendment to a federal spending bill, which passed by a vote of 333-92, that would prevent the Committee on Foreign Investment in the United States from using funds to complete the required review of the sale should it be approved.
