SHould Distribution of Contraceptives Require Parental Notification?

October 31, 2002

"As a parent and legislator, I know how important it is to consider the safety of teenagers, but I also respect a parent's right to be involved in important decisions involving their young children, including minors' access to contraceptive services at Title X clinics."

"I am not opposed to pre-pregnancy family planning efforts; however, I question the role the government has played in this area since Title X was established in 1970. This program, which began as pre-pregnancy family planning assistance for low-income families, has expanded to provide free contraception to teenagers from families of all income levels, often without the consent or knowledge of their parents. Not only is this not the role of the government, it undermines the role of parents in this country."

"I have been working closely with other Members of Congress who feel the same way as I do on this subject. We are planning on introducing a bill that would require parental notification five business days before a minor can receive any kind of contraceptive drugs or devices."

"Title X funds have become an annual subsidy for organizations that promote, perform, and lobby for abortions. I do not, nor do most Americans, equate abortion with "family planning" or consider it an alternative to contraception. Furthermore, abstinence is the only proper education and the only sure way to live healthy and avoid pregnancy outside of marriage."

"Parents have a right and a duty to know what?s going on in their child?s life. I will always fight for legislation that protects the rights of parents and leads to a healthy family life."
