Legislation Would Limit Tolls on Highways

October 26, 2004

Funding for our nation's transportation infrastructure is one of my top priorities.  There is no doubt that improvements are needed on our highways, bridges and roads to increase driving safety, ease congestion, and modernize our surface transportation system.

During consideration of the Transportation Authorization bill, I voted for an amendment to limit the authority of states to toll highway roads.  The amendment passed by a vote of 231-193.  It permits tolls only on new voluntary-use lanes, but when the new lane is paid for, the toll would end.  Tolls are a useful way to pay for new projects, but this amendment would make sure that the burden would be temporary and voluntary.  State Departments of Transportation would also not be permitted to toll existing roads.

I support a balanced and comprehensive transportation plan that provides funding for necessary improvements without putting an excessive burden on the American taxpayers, including truck drivers.
