I want to acknowledge the outstanding leadership of President Bush, Vice President Cheney and Secretary Powell during the difficult days when the 24 US military personnel were detained on Hainan Island. The administration's effective diplomacy led to a peaceful resolution of this situation. I hope that in the future China will be held to more rigorous standards of recognizing international law.
