Ban Soft Money Raising on Federal Property

December 8, 2000

I am a warrior for campaign finance reform. That's why I am a strong supporter and cosponsor of H.R. 4845, Federal Property Campaign Fundraising Act, which would prohibit "soft money" from being raised on Federal property.

While investigating allegations of criminal violations of federal campaign finance laws during the 1996 Presidential campaign, the U.S. Department of Justice concluded that the federal criminal code does not prohibit the solicitation of "soft money" on federal property. It also stated that telephone solicitations from federal property would be difficult to prosecute under the current law.

The Department of Justice in effect created these additional, glaring loopholes in campaign finance law. Right now an individual can legally raise and solicit "soft money" on federal property. "Soft money" includes funds for political parties rather than specific candidates. This is wrong and I have committed myself to eliminating this much-abused fundraising technique.

This bill will eliminate seeking hard and soft money in, to, or from federal property by any method, at any time. It would also extend the fundraising ban to prohibit solicitation on federal property of funds to influence state/local office and state ballot initiatives.
