"I voted for the Economic and Security Act because I am hopeful that this legislation will provide a needed spark to our economy"

President Bush recently pointed out "Part of the war we fight is to make sure our economy continues to grow." I certainly agree.

 

In the wake of the September 11th attack on our nation, America's economy needs a shot in the arm. I voted for the Economic and Security Act because I am hopeful that this legislation will provide a needed spark to our economy and much needed relief for our workers and employees.

 

The bill is "front end" loaded to offer immediate help and focuses on improving incentives to work and invest. This will help businesses create jobs, spur innovation, and invest in our community's future.

 

This legislation creates a five-year carryback of net operating loss write-offs for corporations and individuals to help stabilize businesses affected by the current downturn by allowing them to claim refunds based on losses they've suffered. They can deduct against their income tax liability over the past five years, putting cash back into businesses to help them stabilize or expand.

 

The bill also ends the corporate alternative minimum tax. Permanently repealing this tax and providing refunds will put resources in the hands of managers who must pay salaries and make capital investments. This tax has been one of the biggest disincentives to investment over the last few years.

 

Finally, the Economic and Security Act addresses the human impact of the attacks, helping hundreds of thousands of individuals in dire financial straits as a result of the attack. Two out of every three dollars in this plan will boost investment and growth opportunities next year alone. A family of four would see an average increase of $940 in 2002 due to higher wages and lower taxes.

 

On Wednesday of last week, I voted on a good bill that will truly help the American economy.
