FY '05 Budget - Misplaced Priorities

UPDATED - 11/30/2004

I could not vote for a bill that guts our nation's educational, health care and law enforcement needs and attacks a woman's right to choose. This bill, which also allows congressional staffers to scrutinize and examine the personal tax returns of any American without any justification whatsoever, is not worthy of support."

SCHAKOWSKY SAYS AFTER

BUDGET VOTE:  "REPUBLICANS VALUE TAX CUTS

FOR THE RICH OVER MEETING THE NEEDS OF MOST AMERICANS"

WASHINGTON, D.C. – (Mar. 25, 2004)  U.S. Representative Jan Schakowsky (D-IL) today blasted the Republican FY’05 budget and called it indefensible.  Schakowsky added that Republicans “value tax cuts for the wealthy over meeting the needs of most Americans.”

BUSH ADMINISTRATION’S MISSTATEMENT OF THE DAY – THE BUDGET

(Mar. 25, 2004) Speaking to the United States Hispanic Chamber of Commerce yesterday about the No Child Left Behind Act, President Bush said: “There’s money in the federal budget to provide the extra help” to local school districts to pay for the mandates under the law.

But when President Bush proposed his budget in February, he underfunded the No Child Left Behind Act by $9.4 billion, while House Republican budget shortchange the law by $8.8 billion in their budget.

The Democratic budget, however, over ten years, provides $51.4 billion more in appropriations than the President’s budget for education, training, and social services. This additional funding in the Democratic budget can support the important programs under the “No Child Left Behind” Act. For example, the Democratic budget can provide additional resources for Title I (Education’s largest program that helps students meet new, strong student achievement standards), programs to improve teacher quality, and reading programs, among others.

BUSH ADMINISTRATION’S MISSTATEMENT OF THE DAY–
THE BUDGET

(Mar. 23, 2004) Speaking about his proposed budget, President Bush called on “…Congress to be wise with the taxpayer's money,” and added that his Administration will work with Congress “to bring fiscal discipline to the appropriations process…” (February 2, 2004)

However, according to an analysis by the Center on Budget and Policy Priorities (CBPP), the budgets proposed by President Bush and House Republicans are not “wise with the taxpayer's money.”

According to reports by the CBPP, a provision in President Bush’s budget to make the tax cuts permanent would cost “approximately $2.2 trillion over the next 10 years,” while “…the [House Republican] plan increases deficits by $1.5 trillion … as a result of the plan’s large tax cuts and defense spending increases.”
