LOWEY BACKS RESOLUTION RE-AFFIRMING SUPPORT
FOR ISRAEL'S SECURITY FENCE

July 15, 2004

WASHINGTON –Last Friday, the International Court of Justice handed down a non-binding advisory opinion condemning Israel's security fence.  Today, the United States House of Representatives passed a resolution denouncing the Court’s decision and expressing its support for Israel’s right to protect its own citizens.  Congresswoman Nita Lowey (D-Westchester/Rockland) issued the following statement in support of the resolution:

“The insertion of the International Court into what is essentially a domestic security concern is unwarranted and, frankly, runs counter to the aim of achieving lasting stability in the region.  First and foremost, the ICJ should have no jurisdiction over this question.  Second, the issue of what Israel does to keep its own citizens safe from terrorism is not up for legal debate.  And third, the final settlement of the borders between Israel and an potential Palestinian state is a political issue, not one of international law.

“The security fence is a reasonable measure that has already led to a marked decline in terrorist attacks in the areas in question.  Israel has been responsive to the concerns of the Palestinian people – in fact the recent ruling by the Israel Supreme Court mandating changes to the security fence underscores that nation’s commitment to democratic principles and humanitarian concerns.  It is appropriate that the Israel Supreme Court continue to be the venue for disputes about the fence or any other internal Israeli government matter. I proudly stand with my colleagues in supporting Israel’s right to protect its own citizens and resolve its own affairs.”
