In just six years, the Unit solved 35 previously unsolved homicides.including the infamous Palatine Brown's Chicken massacre where two alleged killers who walked free for almost 10 years are awaiting trial. Kirk secured the funding as part of the Justice Department's Appropriations legislation for FY06. |

The monument alsomarks a historic moment in naval history. In March 1944, the U.S. Navy commissioned its first 13 African-American officers. The twelve commissioned officers, and a warrant officer who received his rank at the same time, became known as the “Golden Thirteen”. |
