State Loan Repayment/Forgiveness Programs

State Programs

Currently, there are fourteen statewide loan repayment assistance programs operating in Arizona, Florida, Kentucky, Maine, Maryland, Massachusetts, Minnesota, Missouri, Montana, New Hampshire, New York, North Carolina, Texas and Washington. (See Program Contact information listed below). These programs range in age, size and scope. Some are administered by a state bar association or foundation while others are administered through stand-alone nonprofit organizations. Some are funded through state legislative appropriations while others rely on funding from the private sector or from Interest on Lawyers Trust Accounts (IOLTA) funding. For additional information about many of these programs, click below to view the ABA's State LRAP Toolkit, which contains information about many existing statewide LRAPs as well as tips for creating new programs. The ABA Standing Committee on Legal Aid and Indigent Defendants is also available to provide information and technical assistance to bar associations and other organizations that are interested in establishing a statewide LRAP. In addition to the fourteen states with actively operating LRAPs, other states are discussing or developing statewide loan repayment assistance programs, including California, Indiana, Pennsylvania, and Virginia.
