The front
line in the defense of our homeland consists of the local fire departments, police forces,
emergency medical teams and area health professionals, and since they respond first, they
take the greatest risk. There is a need for a coordinated response between all local,
state and federal agencies to acts of terrorism such as those seen on September 11. That
is why I have worked together with a group of over seventy members of Congress to
introduce HR 3161,
the Municipal Preparation and Strategic Response Act of 2001, which will fund $1.5
billion for strategic preparation and response planning at the local level, as well as
training and equipment for local fire and police departments, emergency medical teams and
health professionals.
Representative Larson and several colleagues announced on
October 11, the one month anniversary of the attacks on America, that they will introduce
the Municipal Preparation and Strategic Response Act. This bill will fund $1.5 billion for
local fire and police departments, emergency medical teams and health professionals, who
constitute the first line of response to terrorist attacks.
