The SAFE Port Act, co-authored by Rep. Jane Harman, was signed into law by President Bush on October 13, 2006. The law creates a dedicated multi-year funding stream for port security projects and direct the Homeland Security Secretary to develop a strategy for cargo and maritime security (pictured here with the late Miguel Contreras).
