“This is great news for residents in the Winchester area,” Ross said.  “Unfortunately, many of them rely on wells with a limited capacity and extremely poor quality of water, as do many other rural residents in our district.  As a result of this loan and grant funding, Winchester will be able to expand its existing system to serve an estimated 84 users.” 

The grant awarded to the City of Winchester totals $349,380, and the accompanying loan is for $596, 420 (40 years at 4.50 percent interest).
