MIKE'S WEEKLY MESSAGE
 
One Congress, One America
 
"This week marked the end of the August congressional district work period, as Congress returned to Washington to finish our business for the remainder of the year.  I was pleased to be able to travel to many towns and communities across south Arkansas during the month of August, and I enjoyed being able to visit with many of you as I attended fairs and fish fries, toured businesses and industrial facilities, hosted the transportation summit and other conferences, and met with local organizations and constituents in your hometowns. 

"But now we’re back, and I must say that this is a unique time in Congress – we have a great deal of work ahead of us before we adjourn for the year.  Yet one of the first things we did upon returning to our nation’s capitol was to step out of our roles as Democrats and Republicans, and come together as one lawmaking body to demonstrate our nation’s solidarity. 

"Today, I took part in a historic meeting; a commemorative Joint Session of Congress in New York City, held at Federal Hall, where Congress first met more than two centuries ago.  In those past two centuries, this is only the second time since Congress moved to Washington in 1790 that it has met in another city.  It was a tribute to the people of New York, to the victims of the terrorist attacks and to their families, to our soldiers, our firefighters, our police and rescue workers, and to our nation one year after such a terrible tragedy.  One year later, we are stronger in our pride, stronger in our faith, and stronger as Americans."

Ross Announces $157 Million Approved for 4th District
As Committee Approves Energy and Water Appropriations
 
(Washington, D.C.) U.S. Representative Mike Ross (AR-4) Friday announced that the House Appropriations Committee has approved the Energy and Water Development Bill for Fiscal Year 2003, which includes $157,250,000 in projects affecting the Fourth Congressional District.  This funding now moves to the full House of Representatives for consideration. 

“I am pleased that our district’s priorities are reflected in this $157 million for our energy and water needs,” Ross said.  “This crucial funding will create economic opportunities through studies, construction, and other improvements to our waterways.  Water resources are the key to the longevity of the region as cities, industries, farmers, recreational users, navigation interest, and fish and wildlife all benefit from these resources.  These projects are essential to maintaining or even improving our way of life, and preserving it for future generations of Arkansans.  This is only the first step in the lengthy appropriations process, and I will work hard to ensure that even more projects benefiting our congressional district will be included.” 

The following projects in the Fourth Congressional District have been included in the FY’03 Energy and Water Development Appropriations: 

· Montgomery Point Lock and Dam - $23 million 
· Union County Domestic Water Supply Facilities - $500,000 
· Ouachita and Black Rivers - $6.9 million 
· Yellow Bend Port - $147,000 
· DeGray Lake - $4.6 million 
· Blakely Mountain Dam, Lake Ouachita - $9.4 million 
· Boeuf - Tensas Feasibility Study - $400,000 
· Bayou Meto Basin - $1 million 
· White River Navigation to Newport - $100,000 
· White River Maintenance Dredging - $2.2 million 
· Arkansas River Levees - $200,000 
· McClellan - Kerr Backlog - $3.3 million 
· Indian Bayou - $1 million 
· Narrows Dam - Lake Greeson - $7.4 million 

 Multi-state projects including Arkansas are as follows: 

· Mississippi Channel Improvement 
 (AR, IL, KY, LA, MS, MO, and TN) - $38.3 million 
· Mississippi River Levees (AR, IL, KY, LA, MS, MO, and TN) - $7.3 million 
· Mississippi River Levees, Construction (AR, IL, KY, LA, MS, MO) - $47.4 million 
· Boeuf and Tensas Rivers (AR and LA) - $2.5 million 
· Arkansas River Navigation Study (AR and OK) - $910,000
· White River Basin Comprehensive Study (AR and MO) - $400,000
 

 
Ross, District Aide Honored by National Guard
 
(Washington, D.C.) U.S. Representative Mike Ross (AR-4) received a special award Thursday as one of several Members of Congress who employ members of the National Guard.  Sergeant First Class Kevin Smith, who serves as Ross’s district field representative, nominated Ross for the National Committee for Employer Support of the Guard and Reserve (ESGR) “My Boss is a Patriot” award.  SFC Smith traveled to Washington for this morning’s ceremony, where he and Ross were greeted by Thomas E.White, Secretary of the Army. 

“This was a real honor for Kevin and for me,” Ross said.  “This is Kevin’s first time to visit our nation’s capitol, and meeting the Secretary of the Army made it all the more memorable for him.  I was touched to learn that he nominated me for this award, and I am glad he was able to be here when I received it.” 

The ESGR awards the “My Boss is a Patriot” distinction to employers for contributing to national security and protecting liberty and freedom by supporting employee participation in America’s National Guard and Reserve Force. 

SFC Smith, a native of Prescott, began working for Ross in November of 2001.  He has served in the National Guard for 18 years, including a six-month peacekeeping tour in Bosnia. 

“I was excited to come up here and see our nation’s capitol,” Smith said.  “I’m sorry to see it at a time when security has to be so high, but it reminds me of my role as a National Guardsman.  I am proud of the congressman for supporting me as well as other National Guard members and Reservists in our district.  I know that he will always be there for the people as well as the military in times of peace and during this war on terrorism.”
