Housing in the Nation's Capital 2006 (Research Report)
Author(s): Margery Austin Turner, G. Thomas Kingsley, Kathryn L.S. Pettit, Jennifer Comey, Barika Williams, Mark Woolley, Jessica Cigna

This is the fifth in a series of annual reports that analyzes the most current data on housing conditions and trends in the District of Columbia and the surrounding suburbs. This year's report focuses on linkages between housing and schools in the District of Columbia and the metropolitan region. The availability and quality of public schools play a critical role in shaping demand for housing, and, correspondingly, housing market trends shape school enrollment patterns. To explore these issues, this report reviews trends in housing and public school enrollment in the Washington region, with more in-depth coverage of the District's neighborhoods.

Savings in America: Building Opportunities for All (Research Report)
Author(s): Suzanne Nora Johnson, Lisa Mensah, C. Eugene Steuerle

Assets are like ladders that can place low- and moderate-income (LMI) families in reach of opportunity. Moreover, increased saving benefits not just households but the economy overall. If every household with less than the median net worth saved an additional $1,000, it would add $56 billion to the economy. However, current U.S. savings policy directs the lion's share of $300 billion in annual subsidies for saving to households earning $50,000 and above who would likely save in any case--and still, the national saving rate fell to zero in 2005. This paper addresses barriers to saving among LMI households, such as asset tests in welfare and education policies and the targeting of subsidies to those households in the highest tax brackets.
